you probably have to defrag the hard drive.

Read the how to optimize your laptop guide.

Other things to do are: defrag your hard drive (like colonelclutz said), scan your computer for spyware and viruses.

Opening a webpage is not related to either the hardware or the fragmented part in the hard drive.Because even a very old system will be sufficient for that.
If your concern is only the webpage opening, then contact your ISP.
If the whole system is slow,
    1 defragment.
2 check if there are any viruses,spyware,adware....
    3 remove the unnecessary softwares.
4 run msconfig and deselect the startup items that you don't need.
5 run services.msc and change the startup to manual for the services you don't use.
for 4 and 5, be sure you know what you are doing. because you will be having excess to essential OS prog too.

How long have you had it? The BEST cure is usually a clean wipe of the hard drive, a fresh OS install, and install all the latest driver versions. I usually wipe my HD about every 6 months, get some good imaging software, after installing and updating the OS and drivers, install all CRUCIAL apps, then create a backup image, then you can have a freshly installed OS in a matter of minutes.

After about that period of time, it would probably be a good idea to format your system, simply because you probably have a backlog of unused files and registry entries that are no longer used, but they do end up bogging the system down.

Of course, you'll have to backup your necessary files before performing the format.
