Can you take a picture? I am not exactly clear on the fact that it can be seen both on and off.

If it has leaked it wouldn't only affect one pixel. It is possible it has one bad pixel, but I don't know when you say it affects the screen while off. Is it possible the screen simply is dirty?

i already use the lcd cleaner, but the dot was inside of lcd.

Ok that makes sense when you say it is inside the panel. It is most likely a piece of debris that got trapped in there. If it were a leak then it wouldn't remain in one spot and would continue to leak out of the affected area.

How old is this notebook? It could be some dust, a small piece of plastic from the factory or other things. I am just saying it would be hard to just damage one pixel and have only it leak.

I would need a picture as well...

I agree with atbnet that this sounds like something outside the screen. Have you (very lightly) rubbed you fingernail across the area to see if it is uniform or if you detect that it is actually something there?

It doesn't make sense that a dead or stuck pixel or whatever else wouldn't turn off. The power to the LCD isn't dont at the pixel it is fed from the PSU like any other part. If the PSU isn't sending any power then the backlight (rem. LCDs don't produce light themselves) has to be powered off too..

LED screens might be different, but I'm not sure if they just replaced the CCFL with an LED backlight or if the pixels themselves produce the light, that is something for me to learn another day.

With that in mind, it is doubtful that is isn't something external. I've seen a bleeding LCD and those are very clear as to what they are.
