i recently got a m1530 for a deal recently with a 8400m gpu and i was wondering if there was a way to upgrade the gpu to the 8600 from the 8400 on this laptop since i regret pulling the trigger on a less powerful laptop

Why is it not possible? Looking at Dells site the 1530 has the option for an 8600M GT, so it would be possible, might not be practical, but if you can find the right card, it has to be the exact one they use for your particular model, it should work no problem.
The rule of thumb for dell laptops is that any discrete card that was available for your particular model will work, it may require a bios update, but the real trick is finding the card and not sawing off an arm to get it. Second trick is installing it. -

Dell isnt listing if its a discrete board or not, if its integrated into the board, you cant, but I really cant imagine why they would unless its simply to keep it thinner. -
Most Dells can be upgraded because Dell uses a proprietary GPU connection instead of soldering the cards on. However, I believe with the XPS m1330 and XPS m1530, in order to save room, they soldered the GPUs onto those units.
