Are you supposed to get a Vista upgrade coupon in with your new dell, I bought the XPS 1710 received it yesterday but there wasn't anything in the box for the upgrade to Vista do I need to call Dell or do they just send out the upgrade when it is released?

I dont think so (although I do not own a Dell). According to their express upgrade web site, it says that if you purchased a Dell after October 26 then you are qualified for the express upgrade program and have to visit this web site between November 28, 2006 and March 17, 2007 to register for it. More info here.
