If I push the power buttron and hold it down for several seconds the system will shut down. If I push it and release what is it doing? Sleep mode? When I do it this way does the system stay on a lower power usage mode or does it shut down?

It depends on how you have it setup in the power settings. You can set it to sleep, hibernate, shut down or do nothing.

I believe it is sleep by default, which just shutting the screen will do the same thing. Yes, it basically uses no energy but is ready to start up fast again.

You can specify what it does by clicking on the battery icon in the System Tray, selecting 'More power options', and then 'Choose what the power buttons do'.

If you want to shut down the computer, go to start > shutdown ... holding the power button to kill the laptop isn't a good thing.

Historically Sleep keeps data in memory with power to the RAM, Hibernate copies the RAM contents to the HD then shuts down completely (no power).

That's right. You should ONLY shut your computer down this way (pressing and holding the power button down) if Windows has frozen.
