    Hi
I just did a clean install on my inspiron 6400. But after I rebooted it, I can't login at the welcome page. I choose my account, and it says"Loading your personal settings" but disappearred after a while as though I didn't even click the icon.

    Thanks!

See if you have more luck logging in by pressing Ctrl-Alt-Del twice on the Welcome screen, then logging in with the classic login.

It may not help but if you are not logging in this way already then change the way you log in so it prompts for a name and password. You can leave the password blank so all you have to do is press the enter key. Also, if you don't have another account, create one and see if the same thing happens.

Seeing as this is a fresh install, I'd say reformat and do the install again.

I agree with WackyT on the fresh install and do the full format.
