The white bar means that the laptop did not complete POST.
So either there is something set wrong in the BIOS (F2) or there is something wrong with the box, probably something has loosened during transport.

If you are familiar with BIOS settings, then try to have a look if you find something thats not looking right.

If not get in contact with the support, tell them you have a no POST out-of-box scenario.

Im a bit confused as to the 'guy you bought this from' as you bought it new.

My thoughts..if you bought it new return it...period. I have had many systems and if theres one thing Ive always found accurate...you will never have good luck with a machine that you had to repair right off.

If its Dell or the warranty is in your name, exercise the Total Satisfaction clause...which will be dificult if you bought it through a 3rd party.

If the warranty is not yet in your name, you will, in any case, have to pay to return the system so he can send it in for warranty repairs.

Not a good feeling having paid for a system you have to send back to the 3rd party seller.

    Good luck....

Seems like a little bit of an overreaction to me, all it was was loose memory, and it's already fixed.
