When I press the power button on my desktop, the computer will start to boot for a second or two and then shut back off. Then, another second or two and it'll try booting again and this second time will boot correctly.
I was just wondering what would cause this sort of behavior, since I'm not too sure what to use as my Google search term for this issue. Thanks.

Sounds like a hardware problem, like loose card (check they are seated correctly and remove any cards you do not need, move them to another slot or check cables, power cable to the motherboard, unplug and plug back in all cable, to hdd/ssd.
check for cmos battery errors.
All you can do is try try the above.

@Jarhead maybe a power supply issue? Unstable overclock (don't know if you do).
Try powering on with bare minimum hardware (also remove LED strips if you have any).custom90gt, ALLurGroceries and toughasnails like this. -
Hmm, maybe it could be an OC thing? I did recently put my CPU to 4GHz, though IBT said it was stable. I'll drop it back down to stock clocks tonight and see if that makes a difference.
As for the hardware, I don't have anything fancy like LEDs or such; the only "extra" I have would be the DVD burner. I'll give it a go anyway and see what happens. I'll also check the other connections as UK suggests. And would the CMOS battery go dead after only 3-4 years? -

Yes they can go dead in 3-4 years and a lot sooner than that, but you will normally get a cmos settings warning on boot, if you are not getting that it`s should be ok.

Yeah, I haven't seen anything during POST. it just stays at a black screen when it tries booting the first time round, the the normal Windows 7 boot process the second time.

There is a feature in the newer versions of Windows called fast start-up or hybrid sleep that can sometimes cause this issue. Try shutting off any fast boot in bios and windows to see if that fixes it. Yea I also agree with stormjumper if it started happening after over clocking and not a windows update or software change its most likely your bios settings. Also most desktops nowadays have dual bios's and you can just flick that switch to see if that fixes it.
