Which one works better around temps and video recording performance for games(not loading compression or rendering times)?
I'm looking into the Eurocom Tornado F5 and both of those cpus are within my budget and doesn't put my configuration over $1200 with the discount.

The -T series are meant for more wattage/thermally-constrained environments, but that doesn't sound like your build.
That said, between the two I'd go for the 6700 (K or non-K). Though personally, I'd rather "downgrade" to an i5-6600k and put the saved money towards a GPU or SSD upgrade (if you don't already have a top-end GPU and/or SSD). -
6700K. No doubt
Especially if your new machine shall be used for more than gaming.
