I'm hoping someone here can help me out or point me in the right direction. I want a mini PC to act as a picture source for a TV. I think I do anyway. The set up would look like something like the PC is connected to the web with the intention of viewing various streaming sources for example Netflix and Disney Plus on the TV and I have been told that it is the graphics card in the PC that will create the picture on the TV.
If I am correct so far then my question is how powerful a GPU do I need to view a movie in 4K and does anyone have any recommendations? This mini PC will have no other job to do at all. I'm not going to be gaming or working on it. Just browsing the web and watching movies and sport.

An Xbox One S will do what you ask, plus have the ability to play games and physical 4K Blu-ray discs. You could get one on the second-hand market for $150 or less, which is at least what you would spend for a not-very-powerful small PC with even less functionality.

The best Android TV box, the Nvidia Shield, would also cover your needs. I have the 2017 iteration and rarely use any other video source. The only thing amiss to me is the remote going into sleep mode after a period of inactivity, but the 2019 Shields come with a reworked controller that also has IR. I mostly stream through Kodi, Netflix, YouTube, and other TV apps, but there are other options too, including Amazon Prime, Plex and Disney+. Since it runs Android, you have your usual choice of browsers in APK format. You can also stream games from your gaming PC through Nvidia GameStream.
If you'd like a Blu-ray player or Xbox games in addition to streaming, the Xbox One S does offer better value.
