A have a desktop tower hooked up to a monitor. Is there a way to have the monitor turn off when shutting down Windows?

Is there a way to have the monitor turn on when pressing the power button on the desktop tower?

I am not aware of a way to have the monitor turn off completely when windows is shut down, but it should automatically enter a low power sleep state. All of the monitors I have do that without having to push any buttons. The same applies for powering on. It should exit the low power sleep state and light up automatically when a signal is sent from the GPU. The only option I know of to totally shut it off is to use a power strip and cut the power to the monitor after shutting down the PC.
