Hi, I've built brand new PC (instead Alienware Area 51m), I like it so much, but I have issue with display. So when I turn on PC everything is fine, but when do restart (from Windows or BIOS, doesn't matter) I don't have picture on the screen, just no signal. Tried iGPU and main GPU, changed them in BIOS - both same result. I don't think is something wrong with the screen itself cause its works with other PC and devices and its actually brand new as everything else in this setup. Besides that I don't see PC shuts down for restart as its usually does, it just turns off the screen stay turned on, all the fans are spinning. The only way to get picture back and restart the system is just hold the power button.
The components I use:
Asrock Z390 Phantom Gaming ITX/ac;
9900K with its iGPU;
RTX 2080 Ti FE;
Corsair SF750.
BIOS v. P1.30 and everything is on stock. Also I use simple HDMI that comes with monitor, I don't think its 2.0, just the base one for FHD monitors, so maybe this is the problem? But actually I use the same cable and monitor with 2nd PC - works fine. Please help to fix this. If you need more information - just ask. Thanks.

Something else you can try: When the issue occurs e.g. you can't get a picture, leave the computer running, but disconnect the HDMI cable. The monitor should complain there's no signal. Plug it into each of the HDMI ports on the computer, and see if the no-signal message persists as @Rengsey R. H. Jr. alluded. If so, you know there's no signal coming from that HDMI port on the computer. Otherwise, there's a signal, but for some reason, it's not activating. (My bet is on the latter.)
I think you need to try another monitor with the computer before you rule out the monitor not being a problem.

At the moment I have only HDMI cable and there are only 2 HDMI ports on computer - one on motherboard and another on GPU. On the screen I have 3 HDMI and tried them all. As I wrote I've checked with different devices and the display works well. I see "No signal" sign on the screen when I reboot PC and it doesn't matter - the cable plugged or not. I think the PC itself must shotdown and turns on right after that - this is how usually a computer does reboot as I know, but this one remains on and all the fans are spinning, seems like frozen.

OK, I have a little bit more information. So I did some experiments and I found that when I turn on PC (not restart) and the HDMI cable is unplugged at the time I don't have picture, so I have to shut down the system by holding power button and then turn it on again with the cable plugged in. Anyway, when I do restart still don't have picture. Also, in BIOS if choose iGPU then I can have picture from it, but if choose main GPU and the iGPU too, I can have picture only from the main card. Probably it works in Windows when I install drivers, it must use iGPU to save power, but from BIOS works only main card if I choosed both.

Today tried to replace each component to find out what causes the problem. As I thought it is motherboard, but still I don't know what's wrong.
