I'm looking to replace my AW 17 r4 with a desktop.
My question is would this cpu (Ryzen 7 2700x) bottleneck the RTX 2080 ti?

The 2700x is more than adequate to run a 2080 Ti without the worry of "bottlenecking" it. If anything, these days processors are so fast usually the CPU is having to wait for the GPU in certain scenarios. I would say as long as you're running a processor that is from the i7-7700k and upwards (and that's playing it SUPER safe) you'll have no issues at all with that card and it's performance. Also, you could totally build a PC part by part and save yourself a couple hundred dollars if you wanted to, but with the 2080 TI's being sold out everywhere that might put a hold time on trying to complete the build so I can see why you're wanting to do it this way if you didn't get a pre-order.

I don't like the question, it all depends on the application rather than hardware. There are some instances where the RTX 2080 won't be bottlenecked by even an I5 750, while there exist scenraios where it gets bottlenecked by even a 7940X.
If you plan on playing 4k games, then even a sandy bridge I7 will hold up without bottleneck in almost all titles.
