Just creating this thread to vent.
A couple of days ago, I noticed ASRock released an update to the BIOS / UEFI for the x299-itx/ac. Along with SPECTRE fixes, it also included uCodes for the newer LGA-2066 CPUs. Now, I've been planning to talk to our budget folks to get me to an i9-9920x or i9-9940x in 2019, so I thought no time like the present to flash the new BIOS.
Well, they must've upped the voltages in this latest BIOS update. Immediately after flashing, CPU temps jumped from stock settings on previous UEFI of mid to low 30s C idle and mid to upper 40s C under medium load to now seeing lower 40s at idle and 55C-60C under medium load.
Lesson learned: Guess I shouldn't have been so eager to flash UEFI if I didn't yet need to. "If it ain't broke, DON'T fix it!"

My experience is the totally opposite of yours - my ASROCK X370 latest UEFI update didn't nothing like yours other then to inform me to update the latest AMD driver package before update and after doing that UEFI update and no Thermal overload temp.

I have a suspicion some of the default voltages changed in my UEFI/BIOS as they added 9th generation CPUs to the BIOS. Just guessing.

Not sure. The UEFI change log only listed the addition of 9th gen CPUs in that version, as I had already updated to the previous UEFI version.
