hi! im new and im looking for a new pc...and this is my first idea:
GRAPHIC CARD - EVGA Geforce 1070 8gb
PROCESSOR - Intel i5-8400
MOTHERBOARD - Gigabyte H310M A
RAMS - Crucial 16gb (2x8gb) model CT8G4DFD824A
HDD - Toshiba 1tb
SSD - WD green 120gb
any ideas for better quality/lowcost/perfomance ??

For me I get MSI 1070 8gb because I like their cooling configuration where only one fan will run it needs be.
Go Rz 7 or not go 5 this will save on your wallet.
Get a AMD Rz board save on money here.
Should be fine.
If storage get at least 3tb HDD you will be glad and mak sure it is only rate 5400rpm.
Go NVMe that will give fast boot and quicker accessing.
Get a midTower you will be better off in the long run aka HEAT is the computer's enemy.
As long as most understand the terminology I think we can muster through it. -
In fact I would advise to get 7200rpm since the OP wants a rather small SSD... it will save him lots of frustration. And 3TB is really an overkill for most people - I consider 1TB hdd's to be sufficient for normal use. It all very much depends on what the OP plans to do though.
Also, if you plan to be making videos/stream, I totally agree with the ryzen build. Ryzen 5 especially is very good value for money. -

What ultimate speed NVMe is the way to go if your board supports it.
SSD will be alot slower then NVMe and if the board has that option installing it isn't that hard no cable or extra parts.
Not really you be surprised Video can eat 1 tb in a short time and if they store movies on it 1tb isn't going to do it.
R7 might be expensive but R5 right now is in the market.
Well R5 is up to par but it's your GPU that will determine Gaming experience overall. Best Quality is very subjective and will depend on how you configure your hardware and what O/S you use. -
What's your budget btw? I have a ryzen 7 2700x GTX 1080 512gb m.2 ssd 16gb 3200 ram and 2 fans build I'm looking to get for about 1200. With a 144hz 1440p gsync monitor abt 1500-1550.

That price is totally unrealistic in some countries. I think where you are from also plays a big role in what you can afford.

Very true. I'm currently in New york. However new jersey which is the next state has lower taxes and it's easier to get cheaper parts and save 50-100 on just taxes alone.

lol 50-100. Here in EU everything is 30% more expensive at the very least ^^ Sometimes a laptop that is 1600 dollars in US is easily 2000 euro (2300 dollars) here or even more. Try that. But it's true we get at least 2 years warranty on everything and some computer parts have even 3 or 5 years warranty ^^
Judging that the OP was apologizing for his English, I assume he is not American. That means MUCH more money has to go into the same system.
I looked up your components on the cheapest store in the Netherlands. Just the cpu+gpu+ram+ssd are already over 1200 euro (1400 dollars) AND then you still need motherboard, case, fans, power supply etc. Lol. With your build it would easily go towards 1800 euro at least (2100 dollars) and then you still need the screen. Cheapest g-sync monitor is 400 euro (almost 500 dollars) and that is just a crappy 24 inch 1080p acer.
You need to be more aware of price differences when giving advice :x as your "average" build might turn out several thousand euro/dollars here.
