I'm trying to install windows 7 on a new SSD i got for my desktop, around 4 year old computer. the motherboard is a biostar A770E3. I created the bootable windows 7 install with rufus, and when trying to boot from it on my laptop i have no problems. When trying to from my desktop, it gives me a weird error about not finding any bios file to install an update for bios, which I'm clearly not trying to do. Has anyone experienced a similar issue, or know how to fix it? I've already tried remaking the bootable drive with the windows 7 usb tool from M$ and it didn't work with that either.

    That's weird.
In any case, I would try booting a Plop cd and then select "boot usb drive".
    Get Plop here: https://www.plop.at/en/bootmanager/download.html
download the latest zip file and extract the plpbt.iso file then burn that to cd as an image.
boot the cd, with your usb plugged in also, and then choose "usb" from the menu to launch your win7 usb installer.

I would make an actual cd.
Plop is usually used on computers that can't boot usb drives, so you boot the plop cd, and from there it lets you boot into a usb drive.
In your case it sounds like something in the bios is not recognizing your win7 flash drive, so I would try the plop cd, then choose boot usb.
when the cd boots it will look like this:
    then chose USB.

    So the steps are:
    1. insert cd
    2. insert win7 rufus flash drive
    3. boot the cd
    4. plop menu > choose usb.
hopefully that will trick your bios into booting the rufus flash drive.

I would guess your bios is setup to look for a bios update file on the usb thumb drive, this is a pretty common bios recovery/update option.

Given that it's looking for a bios file on the thumb drive, I would also guess that it can boot off a usb thumb drive but probably needs to be configured to do so.

For help with the configuration, See the manual pages below.

Basically you need to find the bios usb configuration page and then change usb mass storage configuration to cdrom emulation - save config and reboot

Then go back into the bios to the boot menu and find your usb key in the cdrom devices and configure it to boot first.

The following guide is for a different motherboard but should still work.
