if I got the 5960x, would I be able to upgrade to skylake-e when it comes out or will I need a new motherboard again?

You will need a new motherboard.

Do what I did, I got the 5930K to hold me off until the Extreme Edition Skylake CPUs come out as that will take more than 6 months.

The 5930K/5960X both give you 40 PCIe lanes which is ideal for the setup I have, dual GPUs + PCIe SSD so I didn't want to be limited in PCIe lanes that's why I didn't go for the 5820K which is about $230 USD cheaper.

If you don't need all of those PCIe lanes do NOT get anything other than a 5820K, especially for gaming. The 5820k is very much overkill for current games. I mainly take advantage of the CPU by rendering videos as a hobby.

Even for SLI video cards a 5820K will be perfect, and you will see no difference in gaming between it and a 5930K. Save the cash, get the 5820k.

Edit: There have been leaks of information that SkyLake-E will possibly work for X99 as Broadwell-E is rumored to be cancelled.

I'm not going to talk anyone out of getting a 5960x...Hehe. Anything less I'd go for the 5820k over the 5930k since it's the same 6 cores, unless you have a plan that involves something greater than SLI or requires more than 28 lanes.
As far as the next set of chips go.. I've heard rumours on both camps. I've heard the new chips may have an extra 5 pins which if turns out true would mean a dead end.
I doubt that 2011-3 will only get 1 generation of chips but don't really know.

Apparently this Asus X99 motherboard will support Skylake CPUs as it has those extra pins. Although it is ridiculously expensive. I really hope Intel doesn't screw over the X99 upgraders and only provide one generation of chips. Though I'm not sure upgrading would even be worth it as my games are certainly far from being CPU bound. I would say people with Sandy Bridge i7 CPUs are still very very capable today.

Yeah, this is a real bummer if it turns out to be the case across the board. I'd expected x99 to have a good innings like x79. That's one of the major reasons I adopted it.
Anyway I've got 4.5 from my 5820k for now which is what I'd hoped for.

X79 had Sandy-E and Ivy-E, so I expect X99 to have Haswell-E and Broadwell-E (don't forget Broadwell-E still is supposed to be a thing until rumors say otherwise).

As far as Skylake goes, I'd say no. Skylake quads are already going to use the new Z170 chipset, so I find it extremely unlikely Skylake-E will still be using the (comparatively) antiquated X99 chipset.

As for which chip to get for X99, my personal opinion is 5820K or 5960X. The 5930K is kind of an odd duck, and unless you actually need the extra PCIe lanes, don't bother plunking down extra.
