The Thinkpad has the following spec:

    Intel® Core™ i7-8650U: 4 cores 1.9 GHz
    16 GB RAM
    1080p 14" screen
in a thin and light 2.5 pound chassis

with an eGPU, can the notebook plays Rise of Tomb Raider high setting at 60 FPS with 1080p resolution? Which eGPU to buy to get such performance?

There's nothing particularly special about the X1C, its essentially a MacBook Pro with either a FHD or QHD screen. Lenovo makes a GTX1050 graphics dock which can be routinely purchased on the cheap from ebay (got mine for $200) that should suffice
