Got my 1554 yesterday from NicePC and so far it's working perfectly. I would say that Vista took around 30 mins to finish installing itself which is a lot longer than XP notebooks.
Earlier this month I went through two 1546's in two weeks. I ordered from fujitsu-siemens-shop.co.uk which is actually run by a company called WStore not FSC, but the first one had a faulty screen. I called WS who told me to ring the FSC help line to get an authorisation number for a replacement. I played along but FSC refused to give the authorisation as they said it must have been damaged in transit. WStore then said they would have to contact their suppliers Computer2000 to get them to authorise a replacment.
This went on for a two days at which point I contacted Trading Standards to find out what my rights were. Firstly, you're right you have a cooling off period but on top of that TS explained that my contract was with WStore not their suppliers or FSC, and it was up to them to deliver a working product. If it's damaged in transit that's their problem.
I rang WStore again quoted TS and demanded a replacement which I received in a couple of days. They had to collect and inspect the faulty machine first. Unfortunately, the second 1546 developed a major fault after two days and I returned that for a refund.
I suspect NicePC will operate in the same way as they obviously don't want to take the hit of paying for a replacement and would rather get FSC or their supplier (which is probably Computer2000 too) to do it.
I would suggest you ring NicePC first and give them the chance to sort it out. If they start to palm the problem off start shouting and mentioned that you spoke to Trading Standards. It certainly got things moving for me.
