I think what he says is bull crap. search on youtube "graphic card problem" (or graphic card issue). Are that the same lines?

If they are Really separate - than you should change ONLY graphic card. Find on youtube video how to disassembly your laptop or at least google it for schemes. Check if Graphic card is really switchable. If so - then just buy it and switch yourself. Or go to that guy and tell that you want him to do this but only for 30-50 backs + money for graphic card (check in the Inet stores or Ebay or else).
If it is not switchable - buy motherboard and pay the same 30-50$. My father payed 250$ (the same problem but card was not switchable) + he got additional large capacity battery free. He had HP dv7

PS By the way sometimes all is needed is resoldering components (graphic card in your case) using air or infrared soldering station. Usually they (repair team) do that but they say that they bought new motherboard... Pins of chipset or graphic card can be disconnected sometimes from motherboard.

Tell to guy all that so he would understand that you are not newbie ;) or he will think that you have smart friends so he will lower prices

FYI: We're talking about a 17 inch laptop with a Pentium M processor in it, right?

You'll probably have to replace the motherboard, because what you're describing is textbook when it comes to GPU issues. Not an easy task, but certainly done cheaper.

Even then, if it's one of the rare models with a replaceable graphics board, the board itself if ~200.
