I've got a 1520 with 2.2ghz processor, 2 gigs ram, and the 8600 GT. Just loaded the 162.18 drivers and that pushed my 3dMark06 score from a 3293 up to a 3368, but I was expecting to at least break into the 3400's. Are my scores low or are they pretty much on par?

They're on par, if not a bit high. Stock should get 2800~, with modded drivers up to 3000-3200 from what I've seen.
Of course, without knowing what resolution you are running at, it's hard to say. -
The difference between 3368 and 3400 is well within the statistical error of 3DMark06. Re-run it a few times with all background items turned off and I guarantee one of the results will be 3400+

I just have the free version of it, so running at 1280x800.

I'm not sure what the recommended score for the 1520 is, but in benchmarking anything under 5% is within margin of statistical error. Besides in an actual game 5% won't make or break an experience since at 30fps it's only 1.5fps and at 60fps it's 3 fps and synthetics don't transfer that well to games to begin with. If your expected value is around 3400 I wouldn't worry about it.

And like Lithus said, it's just a margin of error. Re-run it a few times if you're really intent on getting a score of 3400+. -
I have a laptop
T7200 7900GS 2GB RAM, and it got barely 3400 on 3dMark (I think it was like 3405 or something), running XP. -
i'm sure as time goes by and we get newer drivers.. we should hit 3500+
1520 w/new drivers only scored 3368.
