Does a T7700 core 2 duo at 2.4GHz choke a NVIDIA 8400GT? I was told that after i asked if a sony FZ290 configured with that and 2GB of ram. If this is so what processor can I configure it so it doesn't choke?

Neither component has hostilities towards the other and thus do not partake in physically blocking the air passages of the other.
However, the GPU will be the bottleneck for 3D oriented programs. -
so I need a better graphic card to handle the T7700's say like a 8600GT to prevent this? Secondly could a slower processor like a T7600 or a T7500 be less of a burden to use 3D oriented programs for a 8400GT?

On the other hand...could someone explain to me what exactly a bottleneck is in computer terms??
I'm expecting that the definition WON'T be:

I'm trying to piece together your question; is it that you're worried about the T7700 being a bottleneck for game performance on an 8400?
If so, then the answer is no. Not a lot of games today can be so powerful that the CPU comes before the GPU in necessary power to run smoothly; the 8400 isn't a powerful card anyways so any C2D should be fine and run nicely in conjunction with the card.
Bottleneck: any component in your computer that is the weakest link in the chain of required parts for a game to run smoothly; if any of these components are slow, then your entire experience will suffer as a result.
So, if you have a game such as Crysis, and say that your CPU is good, your amount of RAM is good, your HDD runs fast, but your GPU is lacking, then the entire game as a result would run slowly. -

The GPU is going to be your bottleneck no matter what for gaming. I have an 8800GTX in my desktop and it is a bottleneck. Granted my CPU is at 3.0GHz but even at 2.4GHz (same as T7700) the GPU is a bottleneck.
I really wouldn't worry about it. For gaming you should try to get an 8600M-GT or ATI HD 2600. -
Ok what are some examples of games that could be played on all the settings or most of them on high with an 8400GT and a 8600GT?

This thread should give you a decent idea of what 8400M is capable of.
Off the top of my head, I believe you can play the Half Life 2 series games on all high settings.
