I overclocked the 9800gts in my fx to 700/900/1700 and occasionally when playing l4d, I would drop to around 20 fps randomly for about 10 mins. Then it would go back to normal. Does the card downclock itself at a certain temp or what?

Yes, you're running it a little too hot. For a game like l4d, though, you don't need to OC.

I would get sudden lock-ups too lasting about a minute.

I wouldn't be surprised if it throttles at 70. Might be time to get a cooling pad.

1st, download GPU-Z to monitor your 9800GTS temperature.
If it is below 80C means it is not overheat.
    The downclock is due to:
a.)PowerMizer(throttle/slowdown your GPU while overheat, idle, types of games you play or randomly)(powermizer is basically use to reduce power consuming because it downclocks/slowdown the GPU while you're not using any high graphic softwares or gaming.)
b.)related to CPU don't know how to tell(thermal cycle?)

Basically, it is PowerMizer. Disabling Powermizer would brought your 9800GT would be PURELY ALIVE again.

    GPU-Z D/L, http://www.filehippo.com/download_gpuz/
    PowerMizer Disabling guide, http://forum.notebookreview.com/showthread.php?t=261929

    Addition Info,
Below 80C is safe temperature and not considered as overheat.
Temperature that causes throttle/slowdown of GPU is based on different computer(even the same model have different thermal throttle). I had seen people with 90C++ and 100C++ GPU and the GPUs did not throttle.
Currently, I already disabled the PowerMizer
