I wonder if there are any improvements versus the beta 13.10.

    Well, quoting AMD:
"The AMD Catalyst 13.9 WHQL is AMD’s first logo certified driver for Windows 8.1. It does not include support for Frame Pacing or the very latest AMD CrossFire™ optimizations. AMD Catalyst 13.10 Beta includes additional performance improvements and fixes not found in AMD Catalyst 13.9 WHQL."

It's a weird move, looks almost like a step backwards, at least in relation to 13.10 Beta.

So these are older than 13.10b2? Just a first certified driver for W8.1

These drivers are from 17.09.2013, so released later than 13.10 Beta. Why they don't include the optimizations from 13.10 Beta and frame pacing, I don't know.

Because it takes time from certification submission to release.

I am going to try this, 13.10 Beta caused the wierd black boxes in Far Cry 3 that I didn't experience earlier with 13.4 or 13.6 official - can't remember what I had before updating.

13.8b2 driver more fresh than this WHQL. After checking the D3D and Opengl version in this Catalyst, it seems just the old 8.1 preview driver got a WHQL sign.

That is true. I looked at the driver more closely, and 13.8 Beta is the driver version 13.200, while this 13.9 WHQL is the driver version 13.152, so indeed it is an older one. That explains, why no recent optimizations and no frame pacing are included in this release, even though it has been released later than 13.8 Beta or 13.10 Beta.
