I dont understand this, on the website where u can buy it, it says
Your Steam purchase includes 50 hours of Action District gameplay and unlimited Social District gameplay. Also includes 100 RTW Points. Additional time purchase required after promotional time expires. See below for details.

To state it bluntly, yea. You have to pay to play on the action districts. On the other hand, you get unlimited time in the social districts (No fee required). If you want you can spend all your time in the social districts if you dont want to pay any sort of fee but the majority, if not all of the fun occurs in the action districts.
Action districts is where you shoot stuff and verse other players. The social districts are just a place to chill and relax. The only thing you do here is chat and customize your vehicle/clothing/character/etc. Think of it as Playstation Home but with less things to do.
Yea, voice chat is built in, although it is a little annoying since it's proximity voice chat and other people can hear you (not only those in your group afaik).
You buy game time by using Real Time World Points, but if you're going to buy RTW points for hours it comes out to:
20 hrs for $6.99 US
1 month subscription for $9.99 US -
it looks like alot of fun, have alot of oyu guys tried this game out yet?

I think theres alot of debate between the players so far. IT just recived a bad pcgamer score, but I dont think alot of the players felt the same as the reviewer. There are some complaints about content and the lack of, and others about how the vehicles drive. I havent played it yet, but I guarantee you I will buy it at walmart cause it looks sweet no mater how you look at it.

It's decent and fun at times when you find a good group and stick together but I dont feel it warrants a monthly subscription for what you're getting
