The ATI 3100 has 256 MB of dedicated memory and a 300 Mhz clock max and the
GMA x4500M uses all shared mem but has a 380 Mhz clock, it uses a GL-40 chipset.

I'm considering 2 different low-end notebooks with the above graphics' specs. Does the clock speed matter more than the dedicated memory? What do I need to know to decide between these 2? Somewhat of a beginner here....

ATI and nVidia graphics are known as dedicated graphics, while Intel and Via chips are known as integrated graphics. Integrated graphics share resources from the system, including CPU, Memory, and chipset resources. They are always slower than and dedicated graphics. Spec for spec comparisons don't really matter, as the internals are completely different. Its kinda like how my old truck has a V6 3-Liter engine which gets appx 110 horse power, and comparing it to a new V6 of the same size, which can get substantially more power in every way.
In other words, Intel graphics sucks, Ati is better. nVidia is best -
