Not a gamer, but this is included in a prebuilt laptop i'm thinking of buying, but what kind of games would this allow me to play assuming that this GPU will be the bottleneck not my RAM or CPU.
I know it's not that powerful but what advantages will this give me over an Intel 4500

Well it's not that powerful as you said, but it's still worlds better than the Intel GMA4500 without being that much more of a power hog(so you'll still have good battery life). You'll be able to play the occasional game at lower settings and a modest resolution.

You'll probably be able to run most games out except the more power hungry ones like Crysis, GTA4 and the like. Every game should run at the lowest settings at the very least.
If you need an example of the HD4200's power, a user here on NBR got Crysis Warhead running at 800*600 at lowest settings(around 5-30FPS) on an HD3200 which is less powerful than the HD4200. -
I think HD4200 is the best embedded GFX. Must be fine!

You might want to reconsider the model and get a dedicated GFX card!
Of course, lappy will run warmer and battery life will suffer! -
Yeah if you're planning on playing games, it'd be best to get a mid-level GPU rather than an integrated. IGPs are more for people who want battery life but play older games or not very demanding games(ex: Sim type of games).

2) Flash acceleration with Adobe Flash Player 10.1 as well as other potential GPGPU tasks
3) Enough muscle power for basic games like WOW

I have a dv4z from best buy and it has the ati hd 4200 video card in it and it will run flight simulator x on low settings and no dynamic senery in a window. The fps are unknown as i have not checked that yet but it seems to run smoothly.

I loaded the new Dirt 2 demo on a hd 4200 based notebook over the weekend. With the resolution set to ~1200x600 and Low overall settings the game played nicely. Not great, but acceptable for casual gaming.
