Is it possible to download just the driver for my 4670 without getting ATI's software suite?

    Yes! It is possible.
Go to ATi Website select your GPU model and OS, then it would show(currently):
a.)Catalyst 9.7(both catalyst software and display driver)
    b.)Display Driver(display driver only)

So, select the Display Driver. Download and install.

OK, what exactly does modding the driver do?

Nevermind... As always i didnt check your sig :p

Basically ATI didnt release notebook drivers prior windows 7 so users HAD to mod the desktop drivers to get them working on notebooks.

But in your case since you are running Windows 7 you shouldnt have to mod anything since they are mobility versions of the drivers :)
Same rules apply though, you can choose custom installation and choose what you want to install.

Oh new question: How do I verify the driver version without CCC and do I have to update the driver manually?

You can check the driver version through device manage, but that will be the driver version and not the catalyst version, so dont expect to see 9.7 there :)

The proper way to do a driver installation is to uninstall your current driver, restart and check for leftovers with driver sweeper and after install the new version.
