So, I tried playing GTA V and BF3 cracked (If you're smart, you'll first check out the game cracked before buying it because there may be issues with it) and what I see in GTA V is that the Refresh Rate is set to 59hz and can't change it.
It doesn't happens onto only these 2 games, it happens onto all games.
    In BF3 near the resolution it says it's 59.99hz (ex. 1280x720 59.99hz).
So I searched how to make it run at 60hz and it seems my display was set to 59hz.
In a forum guys said that with CRU, making your display to 60hz is 60hz, but when I did it, it become 60.004 and had some problems like stuttering and frame skipping in games.
Also it showed 59hz in the games again too.
So, how can I make it to 60hz?
Also some people said that changing your resolution from your native one fixes the 59hz problem but that didn't worked for me.

1 - Please don't tell us about cracking games. This forum is not a place for that. AND there's that Origin game time deal that gives you like 2 days to check it out anyway. So your point is doubly invalid while breaking this forum's rules.
    2 - 59.94Hz = 60Hz
    2.5 - 199.97Hz = 120Hz
3 - If your game is at 59.94Hz then it's properly at 60Hz. Some devs put in 59.94Hz and others put 60Hz.
4 - Forcing over 60Hz (like your 60.004 before) will cause instabilities depending on your monitor's capabilities and the method used to increase the refresh rate.

Tell us if you're at 59Hz exact or not. And finally, just leave your monitor plainly at 60Hz without modification and your games should detect 59.94 or 60

For the cracked games, I said I try them to see if the game is working without errors, that's it.
If I like it and I find it cheap, I buy it.
Second, my Intel Graphics Properties is saying that it's 60hz, but in CRU its 59.988, so it's at almost 60hz but not completely.
My games are always not smooth liek should be.
If I do 60FPS video, the video is ALOT smoother than my in-game 60FPS.
    I just can't understand that.

You're STILL justifying it when I said it's against ToS to talk about it....
Like I said, 60Hz is 59.94Hz in actuality for the most part.
That could be a different problem, or a perception issue.
    That feeling is normal.

Okay, but what about the videos much more smoother?

It's the built in motion blur and the fact that you're not into it. I've seen 60fps videos look smoother than my 125fps gameplay on my 120Hz monitor, because I was watching it in a more relaxed state. When I sat down and just looked at the game and focused on it, I realized the game itself was smoother than the resulting video. As I said, it's mostly a perception thing, and likely how motion blur works with videos rather than a flat real-time rendering.

So there's one more thing I gotta know.
I tried PAYDAY 2, but it is locked to 59FPS.
No way I can make it go to 60FPS or more.
I put Frame Rate Limit to 75 and even more but it is always 59.
So it's running not in 60hz but in 59hz.
I'm pretty sure this one is like that.

Is vsync off but frame limit set to 75? If you vsync it'll be constant 59 regardless of frame limit.
