I'm sure this issue has been brought up to many of you over the past years and I would not post this up if it is something I could fix myself, but I have not been successful in finding any solution for this problem.
First off, here's what I have for the laptop config:
Asus G1s-A1
Nvidia 8600 GT
4 GB ram
1 GB Intel Turbo Memory
Vista Ultimate 32 Bit
Nvidia Drivers Forceware Ver. 177.83 (from Laptopvideo2go.com)
Here's the situation:
I bought this laptop in hopes that I would be able to play some of the more advance games like crysis and such using this laptop. Lately I've completely stopped using my desktop altogether and installed World of Warcraft on this laptop instead. My desktop used to run wow around 10-40 FPS depending on how busy the screen is and with my laptop that is 3x greater in speed, power, and graphics I figure it would cap out on WoW. As of late, my fps on the laptop is consistently running 10-35 FPS. I also have jerky movements, latency, and above all else frequent stutters. I set the games to low settings with 1680x1050 wide resolution and have tried disabling all my mods. With the mods disable, the frame rates inscreased to 60 FPS max, but never over.
I have tried end process on everything that runs on the background, using the "SET gxFixLag '1'" on config.***, to running the game in OpenGL mode. Nothing has helped so far. I use Throttlewatch to monitor my CPU usage and it seems that the CPU is always running at 70% - 100% at all times even without the game, maybe this is the issue ... who knows.
I would love to hear any other suggestions that any of you have as I am pretty much stumped on this issue.
One other thing I forgot to mention, I think the latency issue has to do with me using WiFi as a connection, but of course if my wifi is connected in the "excellent" state, it should be fine. I will be testing to see if the normal Ethernet cable will do any better.

Try to find out whats monopolizing your cpu. View the process in task manager.

CPU running at 70-100% even without running a game??
That's your problem right there.
Solution:
1. Back up your personal files
2. Reformat your hard drive
3. Find a Windows XP disk and reload XP
4. Reinstall Apps
The above 4 steps can fix any problem that isn't hardware related.
I make a habit of constantly backing up all my personal files and keeping a folder with all the most recent drivers and apps I would need to reload my PC/Laptop. If you prepare and plan on reformatting and reloading every few months, it ends up taking an hour or two compared to a full day or two like those who are unprepared. -
It might possibly be some malware running in the background. As Ghost suggested, go into task manager and find out whats doing it.

About the 70-100% load, the cause is most likely your own fault, but regaurdless, if it's software related and it was your fault, such as illegally downloading pirated software, click the start menu, type RUN in the search on the bottom, press enter. go to the startup tab uncheck everything, press OK and restart the PC, check the CPU load again, if it's still running 70-100% then I guess the only option is t0 reinstall windows.
Wifi connections can greatly increase latency if the connection is poor, but not FPS drops, however, if it's always excellent then it should add no more than 5-20ms to your gaming latency. -
I've monitor as well as disabled anything that took up the CPU resources, but the throttlewatch program still reports the cpu is still utilizing a massive amount.
As for reformatting, I've done that and made the transition from xp pro to vista 32 a few weeks ago.
My antivirus is updated, no malware detected, no spyware detected.
Vsync is confirmed & forced off for world of warcraft.
Just to mention, when i was on XP, the laptop still had this issue and was a reason in why I installed Vista instead.

I have been monitoring my process again the last few hours and I finally found the culprit that has been utilizing about 50% of the resources. WmiPrvSE.exe. I am in process of finding solutions, unless one of you already have one.

Are you sure its not 'wmiprvsw.exe'?

Press Ctrl+Shift+Esc or go to the start menu box and type taskmgr, this will launch "Windows Task Manager". Click the processes tab, and sort the list by the CPU usage by clicking the CPU box at the top of the third column (you may need to check the "Show processes from all users" box at the bottom to see the full list). This way you'll be able to see which program is causing the problem. You can then choose to end the program by clicking the "End Process" option at the bottom, or try to uninstall it based on its name.
I know "Asus Live Update" caused problems for me. -
^^Read the edit; the OP found what was causing problems. If its "WmiPrvSE.exe" then something is wrong as that is a windows service thats actually needed though should not be monopolizing his CPU, however, if its "wmiprvsw.exe" then the OP has a nice little worm which is causing his problems.

The fps issue is still there. I will be testing to see if wifi's the case today. Thanks for all your suggestions and help so far. I appreciate it and glad to hear any more that you may have.

I reinstalled the whole game, deleted every mod, disabled some msconfig things and it seems to have higher FPS now. The only issue at hand is the FPS isn't consistent. It will stay around 40-60 and frequently stutter or else jumps to 133 fps. Although this isn't a huge issue because i have achieve what I wanted, it would be nice to have an answer as to why this happens during game play.
