What I'm wondering is if it's possible to have some program which keeps your GPU [moderately-severely] underclocked, so that it may just perform normal functions such as WMP Visualizations and online Flash Animations/YouTube, and when you run certain programs which you specify a list of it clocks back to stock speeds, or even overclocks? Said programs would include games, DVDs, and other graphics-intensive programs. By a list you specify I mean that you select all of the *.exe files and place them into a list which would trigger the stock/over clocking.
Would such a program be possible, or does it already exist? The obvious benefit would be a great deal of battery life saved.

Search the forums for RivaTuner and ATITool as these are the programs most used by forum users for overclocking purposes, not sure if they will do the custom overclocks you desire though.
I believe your GPU should be fine performing mundane tasks at stock speeds, you can always remember an overclock setting and set it just before playing intensive 3D games, is there a reason why you have to severely downclock for regular tasks? -
Nvidia video cards normally automatically do this. the clocks are only maximum when a program needs them. using rivatuner you can manually august the low performance mode clocks separate of the high performance ones. If you are using vista however, your desktop performance will suffer if you set the clocks too low.
