Does this game not support 1366x768 or is it my ATI 5650? Im on 1600x900 with medium settings right now but I want to try 1366x768 with high settings if possible.

Are you positive that your monitor supports an input of 1366x768? Have you tried it on other games? Can you set your desktop to 1366x768?

Sometimes you have to create custom resolutions for games, and sometimes you have to force the resolution in the game with some tweaks.

that being said, the game does support it because my friend has the same monitor res and plays at such res.

I do believe i have the newest drivers. 10.8 right? And I don't think I can set my desktop to 1366x768.

If you cannot set your desktop to that resolution, then you are going to have to create a custom resolution through your graphics card drivers in order to use it. The post above mine should be able to help you with that.

Also try manually setting the resolution in "settings.ini" file:
    C:\Users\UserName\Documents\BFBC2

Open it with Notepad, change "width=' to '1366", "Height=" to "768"
    Then save it and close
