Is there a replacement coming for the 8400m GS or GT in a 13" laptop? I like the smallness of the Dell M1330. I don't expect to play top end games, but would at least like the latest technology since the 8400m GS has been out for some time and I'm sure it will be replaced soon by something more power efficent and with better 3D GPU performance.

The successor to the 8400M GS is the 9300M G. A couple of Asus laptops have that, as does the Sony Vaio Z. The ATI Mobility Radeon 3470 is a better card than the 8400M GS, but not better than the 8400M GT. The "best" GPUs are the 8600M GS in the LG P300 and the 8600M GT in the Benq X31, but I put "best" in quotes because it does tend to produce a lot more heat and is not necessarily good for the lifetime of the laptop.
