    Black Ops 2 - Poor performance

    I recently played Battlefield 3 on High at 720p and the performance was consistent, I've also played demanding games on Dolphin and PCSX2 and the performance was as expected.

    On this game however the framerate highly varies from stage to stage. I monitored my CPU usage and it sits at only one core being used and at about 20%. What can I do?

    Then maybe it's bottlenecked by your 740m. Have you monitored that? What resolution and settings?
