    Borderlands settings question

    So i started playing borderlands recently, and im wondering why the graphics settings do barely anything to help my fps.
    Outside i can get about 35-40 fps with all settings turned onto high except dynamic shadows and a couple of other settings, i even have af turned to 16x
    But inside i get around 18-26 fps, and it gets a bit choppy, but when i turn down everything to low and off, the fps only goes up to around 21-28 fps, not a really drastic change for everything turned down to low i can just turn everything to high and lose 2 fps really.

    Is this normal?

    My specs:

    Core 2 duo - 2.0 ghz
    Ati HD 3650 gddr2
    4 gb ram

    When you lower settings, and experience little to no performance increase, it usually means that your CPU is holding you back.
