The Paypal im going to use is my Dad's paypal, and since its registered on a different country, Steam won't let me buy it from the philippines, paypal's registered on saudi arabia, my dad's on a business trip so he's out of country as well, and BFBC2 deal has only 1 hour to go T_T. Epic fail on my part.

Why was there a lock on your account in the first place?

Theres an IP lock on all accounts, when using a paypal account registered to the US for example, you have to be in the US to use the account on steam. Since I'm in the Philippines, and I'm using a Saudi Arabian Paypal, then it won't work with the lock on, now that its gone, I bought it and now downloading the game. :D

That doesn't sound like a DRM thing so much as an import taxes or bank security thing.

    That is strange.

My account was registered to me as living in Holland.
I moved to Spain and thus i used a spanish connection and credit card to purchase l4d 2 without any problems.

Altho i did change it afterwards, i was able to buy with the old country setting.
