Ok so here is your problem , your ATI Display driver might not be compatible with the Current version of CCC, so the games can run but CCC cant be opened (Happend to me with my notebook because i modified it a lot)

If you tell me your Gfx Card i can
give u an official catalyst for it
or make a modified one for u :)
(Modified CCC and Drivers by me will work and make gfx card work faster but only problem is they aint compatible with all cards, and it will take time so i can run tests and see how they work, so if i cant make a modified one ill look a CCC up for you)

If you just installed new stuff, have to reboot computer first sometimes for it to open/work.

If that is not the issue, use some of the cleaning programs out there and do a full uninstall/clean and then fresh install some 10.11 WHQL drivers.

I tried uninstalling it completely, then downloading the latest drivers and CCC. still doesnt work ???? and jediraslan13 what are you talking about haha. I got the driver and the CCC from the AMD website, and it only stopped working when i installed the update for CCC.

Some catalysts arent fully compatible with certain Driver versions for Gfx cards, i know its stupid but its true...
To fix that you simply need to modify the catalyst or/and the driver

If you tell me your Gfx Card model i might be able to fix up a modified CCC for you
