Servers for CS 1.6 go down QUITE A BIT!!! that is one of the reasons that i upgraded to Counter Strike Source. But also, make sure you have chosen the correct internet speed for steam, because that sets your upload and download speed, and also your tick rate. your tick rate in case you are unfamiliar, is the rate at which you send and receive packets of information in the game. In CS 1.6 and not set to anything, but the max can be up to 100 packets a minute. So you will receive more servers with i higher tick rate. And once you join a server, your connection will be better, and your ping will be lower. Therefore making you better.
