With all steam games, a quick reinstall usually solves the issues. Also, I would rebuild your cstrike folder manually, if you are using an old folder you backed up with your new installation. Valve games are also finicky with the steam community/friends enabled in game. If you disable this, you may find a quick resolution.

Go to your Steam game manager, right click on CS 1.6 and hit delete local content. Then restart Steam and double click on CS to install it. If you have an old cstrike folder with maps and settings that you want to use, manually open each file and paste in the important binds/variables. To disable the community option; go to the Steam game manager, click file->settings, then disable in-game community support. I am doing this on memory as I do not have my laptop in front of me. With the exception of the exact name, this should work out just fine.

Since I believe you need Steam to run that game, this thread is closed unless somebody can prove to me that CS 1.6 can be run as a stand-alone game legally. Send me a PM and I'll review it. Otherwise, don't bring it up again. Thanks.
