Hey guys, I finally got CS:S but I'm having wicked problems with "Choke"

I've messed around with my rates a bit (rate, cl_updaterate, cl_cmdrate, and a few others) and no improvement. I thought it may have been my wireless connection, but I wired into my router and no improvement.

So, if anyone has any ideas what might help me solve this problem, I'd rep your brains off...or if you prefer I'd just thank you.

P.S. Could it be my ISP? If it is, then I can get it fixed with my wrath...and threats to switch to FiOS :D
