When I was customizing my Inspiron 1720 there was an option for dual 250GB hard drives. I only opted for the lone 160GB, but does that mean that there is room for a SECOND hard drive inside my laptop? And if that is so can it be any size and speed as long as it fits?

You will need a hard drive bracket from Dell (unless there is a 2nd one just sitting in your PC) but there is no reason you could not do this.
You just need to make sure you get the right type of hard drive
SATA150/SATA I/SATA1.5 ==> They all mean the same thing but that is the type of drive you need. -
