Does anyone know If I can run Fallout: New Vegas at the same graphics level as Fallout 3?

I can run Fallout 3 on highest.

They are nearly the same, so your settings will be almost the same.

i'm sure if you ran F03 fine, FO:NV will run fine as well. however, i would tone down shadows and maybe even draw distance on a 9600 unless you're certain that you ran it on 'highest' settings.
