I am just wondering if I bought a Mini Pci TV tuner card for my Toshiba laptop, would I be able to use the S-Video or Composite Imput on the Card as a standard Video imput for say a PS3 or Xbox..??

Depends, some models are better than others. Which model and what are the specs of the tuner?

the delay in the video would make games that take precise movements hard to play. get virtual dub and undercompression use divx 1080 profile 20000bit rate speed on 1. thats the best vid quality you wi get.

This is usualy true for hardware decoders, as the video feed has to go through the hardware in the card/box before it reaches your laptop. Software decoders dont have this problem because they process video "on the fly" but the only compromise is the higher CPU usage and requirements.
