I personally use ATI Tray Tools rather than the Catalyst Control Center but I like the AVIVO video converter it brings, thats the only thing I use.

    There is no standalone.

So, I have to have CCC running to use it otherwise if I kill it when im done, everyime I start it up again it goes through some smart gart detection process.

I would also like to know if it overrides ATT settings?

Unfortunately CCC needs to be installed for avivo.
ATT can be overriden by CCC I think. Try setting some clocks and weird settings and turn on OSD in ATT then bench. Start CCC do some settings and then bench in ATT again. If it changed - CCC can overwrite ATT settings. I have never tried it, but I know that generally it is best to use only one application for advanced settings and stuff.

I have the same problem with NHC and ATT. Both can overclock etc...
