Does anybody know if this is the case? In civ4 you could buy it in Germany, and play it in English.

Yes, I have that version - significantly superior and it should have been included with the game. I've also corresponded with its creator who I've found to be an insufferable moron for unrelated reasons.
Anyway, if Germans want to pretend the Third Reich never existed that's fine, gamers in reasonable countries shouldn't have to suffer for it. -
