Condemned criminal origin performance issues

I am running my Asus g73sw (specifications in my signature) and win 7 x64. This game runs well when I first start it (60 fps with tearing even since vsync is off) but when I keep playing it eventually drops to 30 fps for no reason. I then save and exit to desktop then start the game again and load the save where I left off and its back to 60 fps again.

Does anyone know of any way to fix this? I already let the system set specs and it lowered a few things but I don't think that matters much given how old the game is compared to my hardware running it.

Basically the issue was my Logitech G series mice had a conflict with the jupiter engine the game uses that made it lag. To fix this disable HID compliant devices under Human interface devices in device manager.

The game runs constant 60 fps even maxed out now.
