Someone recommended i have my clocks set to 600/500. But my clocks are at 600/731. Is this bad? will it influence on my performance or is it better

well...whatever works best for you. So long as you don't fry your GPU, anything is fair game....
Just remember, every card is different, so just because someone else's card crashes at 650 doesn't mean you can't push another card of the same model all the way to 700.....just monitor your temp as you go....

All cards have different potentials even if they are the same model or brand

Easy to see, first in games of course if you get strange polygons also check the temps. Then download ATI tool and scan for artifacts.

    Overclock core and underclock memory?

In my experience (limited as it is) oc'ing memory makes little to NO difference performance wise... Oc'ing shader is the biggest improvement, so i might just give it a shot myself!
