I just switched from Omega drivers to ATI Catalyst 7.4, and the first problem I noticed was that games that didn't support my monitor's 1280x800 resolution automatically stretched to fill my whole screen instead displaying black bars on the sides. Games that don't support widescreen resolutions look terrible in 16:10, and looked great when they were scaled to my screen and shown in 4:3. How do I get those black bars back?
Video Card: Mobility Radeon x1600
Drivers: ATI Catalyst 7.4
Other: ATI Tray Tools 1.26

Seems as if I answered my own question:
CCC/Digital Panel Properties/Attributes/Scaling Options/Preserve Aspect Ratio
Correct aspect ratio on a widescreen display
