Actually I think it should be running everything low at 800 by 600 res. The 7150m is not a "gaming card" hence low performance. Aswell as yor CPU being weak it makes sense.

you got an fps config?

Go into the Steam games menu, right-click CSS, and go to "Set launch options." Add this: -dxlevel 70 -width 1280 -height 800
You should be able to set most options to medium now - leave shaders and shadows at low for good measure - and get acceptable framerates. I could pull of 1280x768 with medium settings in DX7 mode on an x200M, the 7150M is certainly at least somewhat faster so you should be good. -

yep. dx7 is faster than dx9... which is faster than dx10. who would have guessed?
at least use dx8.1 which i THINK has almost the same level of visual quality and gives better performance.
the command for that is -dxlevel 81, just do it the same way as lowlymarine said to.
of course, dx 7 might be the way to go since you are looking for better performance here. its hard to say. play around with it. -

This might be a rather ignorant statement, but 30 FPS with a 7150 GPU? That sounds about right to me for CSS.

I get around 30 FPS on average in CS Source at 1400x1050 with -dxlevel 70 on a Mobility Radeon 7500.
