will CSS run on high with a resolution of at least 1280x800 on a 8400M GS or 9300M G? (assuming all other recommended system requirements are met) I'm not too worried about AA but I would prefer if the FPS average hovered somewhere above 60... I don't really want to shell out the extra money for a notebook with a 8600 or 9500...

No, I don't think you'll be able to play on high at WXGA and still get 60FPS.

NO AA and AF, Disabling reflections.
You will be able to run at high 1280x800 at around 60fps -
hm so i can't enable HDR lighting?...
-
possibly i can do it on mine but it goes to like 20-30 but like i said ive got a workstation card thats 7300 based so thats why its so low. ive got an 8600m gt too and trust me it worth every penny.

You could oc the cards, may help out a bit.

It's not a power hungry game right?

Source is not too much of a beast, but it is formidable.

What CPU will your laptop have?
CS:S is very processor demanding. I had a T7300 and a 8400M GS. All settings on HIGH and I think I had AF on 8x or 16x, can't remember.. and I averaged between 25-75fps. -
it is cpu dependent although i ran it ok on old amd duron with an ati all in wonder 9000 something resonalby well though LOL
-
As long as you are conservative with your clocks, you have nothing to worry about. And concerning the heat, underVOLT your cpu, buy a cooling pad, and install some updated drivers and you will have no issues.
-
Yeah like others have said source games (even more so TF2) is very very cpu dependent now. Get a good CPU and you should have pretty good success.

I run at 1280x800 low and get no lag(100+ fps). I'm quite happy
